<p>The minutes note that these documents were reserved by the <orgName ref="org:colonial_office">Colonial Office</orgName> and they are <q>expecting the return of other papers in circulation.</q></p>

<p>Enclosed are extracts from two <persName ref="prs:douglas_j">Douglas</persName> despatches outlining his desire to keep out the great numbers of American miners and reports from <q>an experienced miner</q> as to the probable richness of the gold fields.</p>
