<p><persName ref="prs:moody_rc">Moody</persName> reports that <persName ref="prs:parsons_rm">Captain Parsons</persName> and twenty Royal Engineers are ready to embark for <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:luard_hr">Captain Luard</persName>, <persName ref="prs:lempriere">Lieutenant Lempriere</persName>, <persName ref="prs:palmer">Lieutenant Palmer</persName>, and <persName ref="prs:seddall_jv">Assistant Surgeon Seddall</persName> with the <q>main body and women &amp; children</q> will take the <name ref="vsl:thames" type="vessel">Thames City</name> around <placeName ref="plc:cape_horn">Cape Horn</placeName> to <placeName ref="plc:victoria">Victoria</placeName>.</p>

<p>The minutes clarify <persName ref="prs:moody_rc">Moody</persName>’s agenda and delineate the plan.</p>

<p>Enclosed is a draft reply from the CO to <persName ref="prs:moody_rc">Moody</persName> approving the arrangements.</p>

<p>With reference to the letter I had the honour to receive from you dated 19<hi style="vertical-align: super; font-size: 80%;">h</hi> In<hi style="vertical-align: super; font-size: 80%;">st</hi> I beg to report that the apparently hopeless complication of obstacles have been mastered. <persName ref="prs:parsons_rm">Captain Parsons</persName> and 20 Royal Engineers proceed on the 1<hi style="vertical-align: super; font-size: 80%;">t</hi> Proximo from Southampton via <placeName ref="plc:panama">Panama</placeName> to <placeName ref="plc:british_columbia">B. Columbia</placeName>.</p> 
 
<p>The further intelligence I gather daily, convince me it is urgent—nay with great respect it is my duty to say—imperative in order to obviate an immediate frightful expense and loss of time that <persName ref="prs:grant_jm">Captain Grant</persName> himself should be on the spot as quickly as possible (sail on the 17<hi style="vertical-align: super; font-size: 80%;">h</hi> Proximo) to provide beforehand in every particular including shelter &amp; food for the reception of the main body and women &amp; children.</p>

<p><persName ref="prs:parsons_rm">Captain Parsons</persName> will have to establish his own party make sundry arrangements, <fw type="catchword" style="text-align: right;">communicate</fw><pb facs="co_6_28/co_6_28_00377v.jpg"/>communicate with <persName ref="prs:grant_jm">Captain Grant</persName> on his arrival, leave the artificers of the party with him proceed alone up the <placeName ref="plc:fraser_river">Frazer River</placeName> make the reconnaissances necessary to forward [for] my immediate action and return against my arrival to report and receive further orders. On the above subjects both officers will receive definite instructions in detail from me.</p> 

<p>In those instructions they will be given clearly to understand that the whole is subordinate to any local necessities upon which they may receive orders from the Governor upon their arrival.</p>

<p><persName ref="prs:luard_hr">Captain Luard</persName>, <persName ref="prs:lempriere">Lieutenant Lempriere</persName>, <persName ref="prs:palmer">Lieutenant Palmer</persName>, and <persName ref="prs:seddall_jv">Assistant Surgeon Seddall</persName> M.D. with the main body and women &amp; children will embark on board the "<name ref="vsl:thames" type="vessel">Thames City</name>" and proceed round <placeName ref="plc:cape_horn">Cape Horn</placeName> direct for <placeName ref="plc:victoria">Victoria</placeName> <placeName ref="plc:british_columbia">B. Columbia</placeName> where I shall be in readiness to receive them and in <fw type="catchword" style="text-align: right;">communication</fw><pb facs="co_6_28/co_6_28_00378r.jpg"/><!-- KSS note: "communication" is broken into bits and pieces, see image scan; will require <sic><corr> tags -->communication with the Governor post them to their duties at once.</p>

<p>Every exertion shall be made to expedite the sailing of this vessel but as yet I am unable to name a day. I trust it may be in a fortnight or 3 weeks.</p>

<p>In framing these arrangements as well as my own duties in connection with them I have had the advantage of the great experience of General <persName ref="prs:burgoyne_jf">Sir John Burgoyne</persName> who concurs with me in considering it is vital for <hi style="text-decoration: underline;">economy</hi> &amp; efficiency that <persName ref="prs:grant_jm">Captain Grant</persName> in particular as well as <persName ref="prs:parsons_rm">Captain Parsons</persName> should be early on the ground each with the duties I assign to them. Having been so very carefully considered I hope they may meet with the approval of the Secretary of State.</p>

This is to say that besides <persName ref="prs:parsons_rm">Captain Parsons</persName> &amp; his 20 men, going viâ <placeName ref="plc:panama">Panama</placeName>, it is essential for the interests of the public service that <persName ref="prs:grant_jm">Cap<hi style="vertical-align: super; font-size: 80%;">n</hi> Grant</persName> should go also by that route on the 17<hi style="vertical-align: super; font-size: 80%;">th</hi> prox<hi style="vertical-align: super; font-size: 80%;">o</hi>.<lb/>
<persName ref="prs:lytton_egeb">Sir Edward Lytton</persName> will decide this point. Sir Edward will see at once that the going of this officer will be an addition to the expense of hiring the "<name ref="vsl:thames" type="vessel">Thames City</name>."<lb/>
I do not quite understand where <persName ref="prs:moody_rc">Colonel Moody</persName> proposes to go—or how—whether in the freight ship, or viâ <placeName ref="plc:panama">Panama</placeName>.<lb/>
This is a point, which it seems to me, Sir Edward should also determine.
