<p><persName ref="prs:lytton_egeb">Lytton</persName> announces his appointment of <persName ref="prs:cooper_j">James Cooper</persName> as harbour master of <placeName ref="plc:esquimalt">Esquimalt</placeName>. He clarifies that this position is for <placeName ref="plc:british_columbia">British Columbia</placeName> and <persName ref="prs:cooper_j">Cooper</persName>’s salary will be derived from <placeName ref="plc:british_columbia">BC</placeName> funds. <persName ref="prs:lytton_egeb">Lytton</persName> authorizes <persName ref="prs:douglas_j">Douglas</persName> to alter the title of <persName ref="prs:cooper_j">Cooper</persName>’s office <q>considering the uncertainty of the precise form which the arrangement may ultimately take.</q></p>

<p>
It has appeared to Her Majesty's Government that the public service
in <placeName ref="plc:british_columbia">British Columbia</placeName> will require at an early period the appointment of<!--<pb facs="co_398_01/co_398_01_00036r.jpg"/>-->
an active Officer to superintend the business connected with the landing
and embarkation of passengers and goods, which will probably be of
considerable and pressing importance.
</p>
<p>
As far, however, as I am at<fw type="catchword" style="text-align: right;">present</fw><pb facs="rg7_g8c_06/rg7_g8c_06_00078v.jpg"/> present informed, no regular harbour
exists or is likely to be immediately established on the Coast of
<placeName ref="plc:british_columbia">British Columbia</placeName> while <placeName ref="plc:esquimalt">Esquimalt</placeName> in <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, appears to
possess qualities which will render it eventually, if they have not done
so already, of great value in the communication between <placeName ref="plc:vancouver_island">the Island</placeName> and
Continent.
</p>
<p>
I have therefore advised Her Majesty to appoint <persName ref="prs:cooper_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi> James Cooper</persName>,
lately resident in <placeName ref="plc:vancouver_island">Vancouver's Islands</placeName>, to the office of harbour master
at <placeName ref="plc:esquimalt">Esquimalt</placeName>. But it will be understood that this appointment<!--<pb facs="co_398_01/co_398_01_00036v.jpg"/>--> is made
chiefly for the purposes of <placeName ref="plc:british_columbia">British Columbia</placeName>; and I wish you to consider
with what office in that Colony, his services at <placeName ref="plc:esquimalt">Esquimalt</placeName> can best<fw type="catchword" style="text-align: right;">be</fw><pb facs="rg7_g8c_06/rg7_g8c_06_00079r.jpg"/> be
combined, or, if you find it more convenient, to alter the title of his
Office. Considering the uncertainty of the precise form which the
arrangement may ultimately take I have not caused him to be appointed
by warrant from the Crown in the usual manner, but leave it to yourself
to issue his Commission in such style as you shall think proper. His
salary will be Four hundred pounds £400 a year, payable from <placeName ref="plc:british_columbia">British 
Columbia</placeName> funds, in the same manner as other salaries, and to be defrayed
out of the local revenue, as you have been already apprised.

<p>
I have selected <persName ref="prs:cooper_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cooper</persName> for this appointment on account of the<!--<pb facs="co_398_01/co_398_01_00037r.jpg"/>-->
very<fw type="catchword" style="text-align: right;">valuable</fw><pb facs="rg7_g8c_06/rg7_g8c_06_00079v.jpg"/> valuable information which he gave to the Committee of inquiry
into the affairs of the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, and the general
intelligence which he has shown on matters connected with North Western
America.</p> 
<p>I am aware that <persName ref="prs:cooper_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cooper</persName> left <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> in
circumstances of some embarrassment, which I mention lest you might
suppose that I had been in any way deceived as to his position. But I
do not find that any discreditable conduct has been proved against him
in respect of those circumstances, and I trust that his former pecuniary
position will not interfere with the advantage which may be expected<fw type="catchword" style="text-align: right;">from</fw><pb facs="rg7_g8c_06/rg7_g8c_06_00080r.jpg"/>
from the employment of his talents and industry in the public service
in the Colony under your Government, considering the very limited number
of persons<!--<pb facs="co_398_01/co_398_01_00037v.jpg"/>--> qualified by any practical knowledge of the Country and its
requirements.
