I transmit to you herewith, for your information, the copy of a letter from the Secretary to the Bank of British North America, submitting proposals for the establishment of a Branch of that Bankat at Victoria, Vancouvers Island, and in British Columbia, and a copy of the answer which I have returned on this subject.
