<p><persName ref="prs:douglas_j">Douglas</persName> admits that the <q>faulty state of the Prison</q> has caused him <q>much thought and uneasiness</q> but he is <q>well assured</q> by the <q>tenor</q> of <persName ref="prs:lytton_egeb">Lytton</persName>’s despatch on the matter to proceed with construction of a new prison.</p>

<p>The minutes hope that <persName ref="prs:douglas_j">Douglas</persName> is not fishing for <q>pecuniary assistance</q>. <persName ref="prs:lytton_egeb">Lytton</persName> instructs his team to <q>reply sternly</q> that there will be no financial aid. <persName ref="prs:lytton_egeb">Lytton</persName> muses <q>I suspect <persName ref="prs:douglas_j"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Douglas</persName> must go very soon—in that he is a mere jobber.</q></p>

<p>Enclosed is a draft reply from <persName ref="prs:lytton_egeb">Lytton</persName> to <persName ref="prs:douglas_j">Douglas</persName>, <date when="1859-04-06">6 April 1859,</date> delineating the <orgName ref="org:colonial_office">Colonial Office</orgName>’s position against offering financial assistance.</p>

I have duly received your Despatch of the <date when="1858-10-05">5<hi style="vertical-align: super; font-size: 80%;">th</hi> October last</date> N<hi style="vertical-align: super; font-size: 80%;">o</hi>
27, acknowledging receipt of my Despatch of the <date when="1858-08-13">13<hi style="vertical-align: super; font-size: 80%;">th</hi> August</date> N<hi style="vertical-align: super; font-size: 80%;">o</hi>
33, enclosing copies of correspondence with the House of
Assembly of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> and conveying to me your
<fw type="catchword" style="text-align: right;">sentiments</fw><pb facs="co_305_10/co_305_10_00053v.jpg"/>sentiments respecting the faulty state of the Prison, and
trusting that measures might be carried out to remedy the evil.
</p>
<p>
2. The subject is one which has caused me much thought and
uneasiness, and it has weighed heavily upon me from the fact of
my being powerless for want of means to effect a change.
However as I feel now well assured from the tenor of your
Despatch, of the assistance of Her Majesty's Government, I have
taken immediate steps to give <fw type="catchword" style="text-align: right;">effect</fw><pb facs="co_305_10/co_305_10_00054r.jpg"/>effect to my own wishes in the
matter, and I shall forthwith cause a Prison to be constructed,
and accommodation provided for Prisoners that I trust will
result in a report of a very different character from that to
which you refer, and which I sincerely regret there should ever
have been occasion to frame.
