<p>
In continuation of my Despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi> 30 of the 1<hi style="vertical-align: super; font-size: 80%;">st</hi> Aug<hi style="vertical-align: super; font-size: 80%;">t</hi> I have
the honor to acquaint you that after mature reflection, and with
every deference to the <fw type="catchword" style="text-align: right;">opinion</fw><pb facs="co_305_11/co_305_11_00031v.jpg"/>opinion of the council I had called,
upon the subject of the occupation of the <placeName ref="plc:san_juan_island">Island of San Juan</placeName> by
a body of American Troops, I came to the conclusion that I could
not abandon <placeName ref="plc:san_juan_island">the Island</placeName> to such an occupation, and I determined
to land a body of British Troops so that the occupation might at
least be a joint one.
</p>
<p>
2. For this purpose I addressed a letter of instructions to
<persName ref="prs:hornby_p">Captain Hornby</persName> of Her Majesty's ship <name ref="vsl:tribune" type="vessel">Tribune</name>, a copy of which <fw type="catchword" style="text-align: right;">I</fw><pb facs="co_305_11/co_305_11_00032r.jpg"/>I
enclose, but I regret to say that <persName ref="prs:hornby_p">Captain Hornby</persName> did not deem it
advisable to carry out those instructions, for the reasons which
will be found detailed in his report.
</p>
<p>
3. I cannot but regret that circumstance for I feel satisfied
that the absence of a movement of this kind has only increased
the confidence of the occupying party; and it places me in a
difficult position, for so much time having elapsed, the
carrying out of the movement <fw type="catchword" style="text-align: right;">at</fw><pb facs="co_305_11/co_305_11_00032v.jpg"/>at this period, deprives it of most
of its force.
</p>
<p>
4. I shall therefore now act as circumstances may demand.
</p>
<p>
5. The greatest excitement has arisen all over the Country, and
rumours are rife that a large body of men are arming in
<placeName ref="plc:washington_territory">Washington Territory</placeName>, and <placeName ref="plc:oregon_territory">Oregon</placeName> to move Northward to assist, if
need be, in the protection of their Flag.
</p>
<p>
6. I am happy to say <fw type="catchword" style="text-align: right;">that</fw><pb facs="co_305_11/co_305_11_00033r.jpg"/>that <persName ref="prs:baynes_rl">Admiral Baynes</persName> arrived at <placeName ref="plc:vancouver_island">Vancouver's
Island</placeName> in Her Majesty's Ship <name ref="vsl:ganges" type="vessel">Ganges</name> on the <date when="1859-08-05">5<hi style="vertical-align: super; font-size: 80%;">th</hi> Instant</date>, so that
the Naval force, now on the spot, consists of Her Majesty's
Ships "<name ref="vsl:ganges" type="vessel">Ganges</name>", "<name ref="vsl:pylades" type="vessel">Pylades</name>", "<name ref="vsl:tribune" type="vessel">Tribune</name>", "<name ref="vsl:satellite" type="vessel">Satellite</name>" &amp; "<name ref="vsl:plumper" type="vessel">Plumper</name>."
</p>
<p>
7. I forward the undermentioned Documents all having bearing
upon the subject under discussion.
