<p><persName ref="prs:hammond">Hammond</persName> responds to <persName ref="prs:douglas_j">Douglas</persName>’ despatch regarding U.S. citizens occupying <placeName ref="plc:san_juan_island">San Juan Island</placeName>, and informs <persName ref="prs:merivale_h">Merivale</persName> that a copy of <persName ref="prs:douglas_j">Douglas</persName>’ letter will be forwarded to <persName ref="prs:lyons">Lord Lyons</persName> with instructions to confer with the U.S. government and settle the border dispute <q>in that quarter.</q></p>
<p>The minutes agree to <q>instruct the governor accordingly by the first opportunity.</q></p>

I have laid before the <persName ref="prs:malmesbury">Earl of Malmesbury</persName> your letter of the <date when="1859-04-27">11<hi style="vertical-align: super; font-size: 80%;">th</hi>
Instant</date>, inclosing a despatch from <persName ref="prs:douglas_j">Governor Douglas</persName> respecting the
intrusion of Citizens of the United States into the <placeName ref="plc:san_juan_island">Island of San Juan</placeName> in the <placeName ref="plc:strait_of_georgia">Gulf of Georgia</placeName>; and I am to state to you in reply <fw type="catchword" style="text-align: right;">that</fw><pb facs="co_305_12/co_305_12_00172v.jpg"/>that
His Lordship will transmit to <persName ref="prs:lyons">Lord Lyons</persName> by the next mail a copy of
your letter and of its inclosure and will direct him to call the
immediate attention of the Government of the United States to the
circumstance therein set forth, and to point out the serious
difficulties in which the two Governments may be involved if while
the question of boundary in that <fw type="catchword" style="text-align: right;">quarter</fw><pb facs="co_305_12/co_305_12_00173r.jpg"/>quarter remains unsettled, American
Citizens should intrude themselves into any Territory which has
hitherto been considered and treated as part of Her Majesty's
Dominions.
</p>
<p>
In the meanwhile it appears to <persName ref="prs:malmesbury">Lord Malmesbury</persName> that the best course
to be pursued by <persName ref="prs:douglas_j">Governor Douglas</persName> is to continue to warn off all
persons who may attempt to assert any rights of <fw type="catchword" style="text-align: right;">occupancy</fw><pb facs="co_305_12/co_305_12_00173v.jpg"/>occupancy as against
the British Dominions in the <placeName ref="plc:san_juan_island">Island of San Juan</placeName>, and to maintain, as
he has hitherto done, the rights of the British Crown to <placeName ref="plc:san_juan_island">the Island</placeName>,
avoiding giving occasion to acts of violence and merely upholding
British Possessions by the ordinary exercise of the Civil Power.
