I am directed by Lord John Russell to transmit to you, to be laid before His Grace The Duke of Newcastle the accompanying Copy of a Despatch from Her Majesty's Minister at Washington enclosing Extracts from New York and Washington Newspapers containing intelligence from San Juan up to the 22nd of August, and reporting the substance of a conversation he had had with General Cass with reference to the statements contained in them.
