I am directed by Lord John Russell to transmit to you, for the information of His Grace the Duke of Newcastle, a copy of a despatch from Her Majesty's Minister at Washington, inclosing a copy of a Note which His Lordship addressed on the 17th ultimo to General Cass upon the subject of the occupation ofof the Island of San Juan by United States' Troops.
