I am directed by <persName ref="prs:russell_j">Lord John Russell</persName> to transmit to you, to be laid before His Grace The <persName ref="prs:newcastle">Duke of Newcastle</persName>, copies of a despatch and its inclosures from Her Majesty's Minister at <placeName ref="plc:washington_city">Washington</placeName>, containing the
instructions which have been sent by the United States' Government to
<persName ref="prs:scott">General Scott</persName> and <persName ref="prs:gholson_r">Governor Gholson</persName> with respect to the occupation of
the <fw type="catchword" style="text-align: right;">Island</fw><pb facs="co_305_12/co_305_12_00365v.jpg"/><placeName ref="plc:san_juan_island">Island of San Juan</placeName>, and reporting a conversation which <persName ref="prs:lyons">Lord Lyons</persName>
had held with <persName ref="prs:cass_l">General Cass</persName> thereupon.

The American Government have refused to accept the compromise offered
by HM's <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> for the settlement of the boundary, viz<hi style="vertical-align: super; font-size: 80%;">t</hi> that the line
should be drawn along the middle channel which divides the group of
Islands.

<p>
The U.S. <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> propose a joint military occupation of <placeName ref="plc:san_juan_island">S<hi style="vertical-align: super; font-size: 80%;">t</hi> Juan</placeName> by the
two governments until the question of title is decided.

despatch of <date when="1859-08">August last</date> as promised in my despatch after hearing of
the U.S. occupation of <placeName ref="plc:san_juan_island">S: Juan</placeName>.

He must also be informed of the proposal of the U.S. (or rather their
acceptance of our proposal) for a joint occupation pending the
settlement of the question of title, and he must be instructed that
upon such proposition being made to him by <persName ref="prs:scott"><choice><abbr>Gen<hi style="vertical-align: super; font-size: 80%;">l</hi></abbr><expan>General</expan></choice> Scott</persName> he is to adopt
it, placing in <placeName ref="plc:san_juan_island">the Island</placeName> a force equivalent to that retained by the
U.S.
