<p><persName ref="prs:berens_hh">Berens</persName> advises that the HBC manager on <placeName ref="plc:vancouver_island">Vancouver Island</placeName> had <q>declined to meet the Governor's requisitions,</q> as an <q>obligation</q> to pay <q>on account of the Government</q> ended with the expiration of <q>the Licence</q> on <q><date when="1859-05-30">30<hi style="vertical-align: super; font-size: 80%;">th</hi> of May last</date>.</q> <persName ref="prs:blackwood_aj">Blackwood</persName> minutes his hopes that <persName ref="prs:douglas_j">Douglas</persName> <q>will not take it into his head to be drawing upon H.M. Govt for services of <placeName ref="plc:vancouver_island">Van C. Island</placeName>. He has no warranty for such a proceeding; But has a local Legislature to whom he must resort for authority to levy taxes sufficient to defray the expenditure of the Colony,</q> adding that the <placeName ref="plc:vancouver_island">Vancouver Island</placeName>'s House of Assembly is <q>is probably monopolized by old Hudson's Bay C<hi style="vertical-align: super; font-size: 80%;">o</hi> Servants, or persons deriving interest from the C<hi style="vertical-align: super; font-size: 80%;">o</hi>.</q></p></abstract><correspDesc>

Referring to my letter to your Grace of the <date when="1859-07-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> ultimo</date>, I think it
right to acquaint your Grace that we have recently received advices
from our manager in <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, from which we learn that
<persName ref="prs:douglas_j">Governor Douglas</persName> has applied to him for advances on account of the
Government subsequently to the <date when="1859-05-30">30<hi style="vertical-align: super; font-size: 80%;">th</hi> of May last</date>, when the License
expired; and that in conformity with the instructions we had
previously given not to make advances after that period, he refused
the application.
</p>
<p>
This circumstance I think, <fw type="catchword" style="text-align: right;">fully</fw><pb facs="co_305_13/co_305_13_00130v.jpg"/>fully confirms the statement in my letter
of the <date when="1859-07-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> ultimo</date>, that the Company had no desire to make any
advances, beyond meeting the demands of the Governor under the terms
of the Grant. So soon as that obligation was removed by the expiry
of the License, the representative of the Company declined to meet
the Governor's requisitions, which I trust may be in accordance with
your Grace's views.

It is to be hoped that the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> will not take it into his head to be
drawing upon H.M. <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> for services of <placeName ref="plc:vancouver_island">Van C. Island</placeName>. He has no

consists, as I believe, of about 7 persons it may not be undeserving
of consideration whether some efforts should not be made to augment

It seems enough for the present to acknowledge this letter, saying
that the <persName ref="prs:newcastle">D. of N.</persName> has heard with satisfaction of the conduct of the
Company's agent, which is entirely in accordance with the spirit of
the relations subsisting
between them and Government, &amp; send copy of corresp. to the
Governor. For the rest we must wait the Governor's answer to ours
of <date when="1859-07-12">12<hi style="vertical-align: super; font-size: 80%;">th</hi> July</date>.
