<p>The minutes are <q>unable to comply;</q> the CO is not appointing surveyors.</p>

<p>Included in this document is a draft reply from <persName ref="prs:carnarvon">Carnarvon</persName> to <persName ref="prs:bullock_a">Bullock</persName>, <date when="1859-04-16">16 April 1859</date>, stating the government was not able to offer <persName ref="prs:bullock_a">Bullock</persName> any appointment; testimonials of various dates testifying to the service and accomplishments of <persName ref="prs:bullock_a">Bullock</persName>.</p>

I have the honor to solicit, that you will be pleased to take into
your kind consideration this my application, for an appointment, as a
Land Surveyor in <placeName ref="plc:vancouver_island">Vancouver's island</placeName>.
</p>
<p>
Having been desirous for years of holding a position under
Government, in this most important island, now that an opportunity
has presented itself—of my emigrating—I have ventured to address
you, in the hope, that my services may be made available in the above
capacity, or in any other you might think fit.
</p>
<p>
I would also most humbly submit, that I have been in Her Majesty's
Service since [1844?]

the last six years of which I have held the rank of Lieutenant RN.
and principally as a Marine Surveyor—in the Surveys of the South
Coast of England—Falmouth Harbour, and in the Baltic during the
first year of the Russian war.

If it might be deemed a claim to your consideration, I would most
respectfully urge, the long services of my father <persName ref="prs:bullock_sr">Admiral Bullock</persName>,
and likewise the testimonials hereto attached.
