<p><persName ref="prs:stamp_e">Stamp</persName> sends a clipping from the Times reporting the uncertainty of mail service to <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. He requests further information on a decision towards his proposal to offer mail service.</p>

<p>The minutes note that the decision will depend on decisions from <orgName ref="org:treasury">the Treasury</orgName> and the government.</p>

<p>Included in this document is a Newspaper clipping, Times, <date when="1859-12-25">25 December 1859</date>, referring to the uncertainty of the mail service between <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and <placeName ref="plc:san_francisco">San Francisco</placeName>; and a draft reply from <persName ref="prs:carnarvon">Carnarvon</persName> to <persName ref="prs:stamp_e">Stamp</persName>, <date when="1859-02-25">25 February 1859</date>, stating his proposal had been referred to Treasury, and he would <q>be informed as soon as a decision was reached.</q></p>

I take the liberty to enclose for your Lordships perusal the
following passages in the Times Correspondents letters, dated
<placeName ref="plc:vancouver_island">Vancouvers Island</placeName> <date when="1858-12-17">17<hi style="vertical-align: super; font-size: 80%;">th</hi></date> &amp; <date when="1858-12-25">25<hi style="vertical-align: super; font-size: 80%;">th</hi> Dec<hi style="vertical-align: super; font-size: 80%;">r</hi> last</date>. They point out the
extreme irregularity of the present defective postal arrangements and
the serious inconvenience resulting therefrom. I avail myself of
this opportunity to inform your Lordship that I have not yet, as I
fully expected to do, heard anything from <orgName ref="org:treasury">the Treasury</orgName> in reference
to my proposals of <date when="1859-02-02">2<hi style="vertical-align: super; font-size: 80%;">nd</hi> Ins<hi style="vertical-align: super; font-size: 80%;">t</hi></date> and as my stay here is to be Short and
the question is exceedingly pressing for the Colony may I beg your
Lordships kind intervention to shorten the delay.
