<p><persName ref="prs:lytton_egeb">Lytton</persName> investigates the status of <persName ref="prs:cooper_j">Cooper</persName>’s appointment as Harbour Master at <placeName ref="plc:esquimalt">Esquimalt</placeName>. He desires that the appointment commences without <q>any delay or obstruction</q> as it is important that officials appointed in England know that their positions are not met with <q>hostility.</q></p>

I have had occasion since the date of my despatch of the <date when="1859-02-15">15<hi style="vertical-align: super; font-size: 80%;">th</hi>
February last</date> to refer again to your despatch
N<hi style="vertical-align: super; font-size: 80%;">o</hi> 49 of <pb facs="co_410_01/co_410_01_00098r.jpg"/>the <date when="1858-12-11">11<hi style="vertical-align: super; font-size: 80%;">th</hi> December</date>
in which you report that you had appointed a Harbor Master and Pilot for
<placeName ref="plc:victoria">Victoria</placeName>; and as although you have reported to me the arrival of <persName ref="prs:cooper_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Cooper</persName> whom I had previously appointed Master at <placeName ref="plc:esquimalt">Esquimalt</placeName> for <placeName ref="plc:british_columbia">British
Columbia</placeName>, you have not yet informed me that he has assumed his office.
I think it necessary to address you on the subject of the position of
that gentleman.
</p>
<p>
If the appointment which you have made shall have provided
sufficiently for all the duties of Harbor Master for the two Colonies at
a smaller expense than the salary of £400 assigned to <persName ref="prs:cooper_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cooper</persName>, I
refer to the discretion given you by my despatch of the <date when="1859-09-02">2<hi style="vertical-align: super; font-size: 80%;">nd</hi> September</date>
either to combine his services at <placeName ref="plc:esquimalt">Esquimalt</placeName> with some other office in
<placeName ref="plc:british_columbia">British Columbia</placeName>, or to alter the title of his office, with which view I
abstained from sending you a warrant for his appointment.
</p>
<p>
But I must acquaint you <pb facs="co_410_01/co_410_01_00098v.jpg"/>that I consider that in sending out <persName ref="prs:cooper_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Cooper</persName>, the faith of the government is pledged to his appointment to an
office of the value promised, and that from the circumstances that <persName ref="prs:cooper_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Cooper</persName>'s evidence of the capabilities of the country contributed much to
its erection into a Colony, any delay or obstruction to his appointment
would be regarded as owing to the hostility he may have provoked from
the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, and would lead to difficulties and enquiries
which it might be desirable to avoid. The great desire you have
expressed that the officers appointed from England might be strangers to
the Colony would afford us grounds for the now appointment of <persName ref="prs:cooper_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Cooper</persName>, and I trust by the next Mail to hear that he has been appointed
to some place for which he may be fitted.
