I have to acknowledge the receipt of your despatch No. 18 of the
<date when="1859-05-25">25<hi style="vertical-align: super; font-size: 80%;">th</hi> of May</date>
containing a report of a serious affray that had occurred in
the neighbourhood of <placeName ref="plc:victoria">Victoria</placeName> between <name type="ip" subtype="group">the Indians of <placeName ref="plc:lax_kwalaams">Fort Simpson</placeName></name> <pb facs="rg7_g8c_02/rg7_g8c_02_00008v.jpg"/>and
<!--<pb facs="co_410_01/co_410_01_00108v.jpg"/>-->large bodies of <name type="ip" subtype="group">the Native Tribes of <placeName ref="plc:haida_gwaii">Queen Charlotte Island</placeName></name>.

<p>
I approve of the measures which you adopted for putting an end to
the affray and for dispersing <name type="ip" subtype="group">the Indians</name>, but I take this opportunity
to caution you not to bring the Military and Naval force into service on
such occasions except where they are absolutely necessary for <fw type="catchword" style="text-align: right;">the</fw><pb facs="rg7_g8c_02/rg7_g8c_02_00009r.jpg"/>the support
of the Civil Power, and then to bring them out in such strength as
either to compel submission without bloodshed or (if more than a
demonstration be unhappily required) to ensure immediate success, and
thus maintain the prestige which enables the presence of <persName ref="prs:queen_victoria">the Queen</persName>'s
