I have the honor to acknowledge the receipt of Your Graces
Confidential Despatch of the <date when="1859-11-16">16<hi style="vertical-align: super; font-size: 80%;">th</hi> November last</date>, informing me that
the Government of the United States had declined to accept the
compromise of the question of Title to the <placeName ref="plc:san_juan_island">Island <fw type="catchword" style="text-align: right;">of</fw><pb facs="co_305_14/co_305_14_00041v.jpg"/>of San Juan</placeName>,
proposed by <persName ref="prs:russell_j">Lord John Russell</persName>'s Despatch of the <date when="1860-08-24">24<hi style="vertical-align: super; font-size: 80%;">th</hi> of August</date>, and,
in forwarding me a copy of the instructions issued to <persName ref="prs:scott">General Scott</persName>
by the Government of the United States, directing me to place upon
the Island a force Equivalent to that retained by the United States.
</p>
<p>
2. Immediately on receipt thereof I communicated with <persName ref="prs:baynes_rl">Rear Admiral Baynes</persName>, the Naval Commander in Chief, and on the following day he
called upon me. I laid before him Your Graces Despatch, and after
consultation, we mutually agreed, that as all was quiet at <placeName ref="plc:san_juan_island">San Juan</placeName>,
and as the next Mail (which is expected in the course of a few days),
would bring intimation of <persName ref="prs:scott">General Scott</persName>'s arrival at <fw type="catchword" style="text-align: right;">Washington</fw><pb facs="co_305_14/co_305_14_00042r.jpg"/>Washington, and
probably some Communication from <persName ref="prs:lyons">Lord Lyons</persName> which might affect the
proceeding, it would be advisable to defer carrying out the
instructions of Her Majesty's Government, until after that Mail had
been received; which arrangement I trust may meet with Your Grace's
approval.
