<salute>Sir,</salute>
<p>I have to request that you will lay before my Lords &amp;c of the Adm<hi style="vertical-align: super; font-size: 80%;">y</hi> the copy of a letter dated 17 Aug last which I have received from <persName ref="prs:richards_gh">Capt<hi style="vertical-align: super; font-size: 80%;">n</hi> Richards</persName> of <name ref="vsl:plumper" type="vessel">the <q>Plumper</q></name> relative to <name type="ip" subtype="group">the Indians</name> at <placeName ref="plc:fort_rupert">Fort Rupert</placeName> at the North end of <placeName ref="plc:vancouver_island">Vancouver Island</placeName>; <fw type="catchword" style="text-align: right;">together</fw><ref target="#marg3"/><pb facs="co_305_15/co_305_15_00092v.jpg"/>together with a copy of my letter to the Gov<hi style="vertical-align: super; font-size: 80%;">r</hi>, enclosing an extract from that report. </p>
<p>2. The principal, indeed almost only cause, of <name type="ip" subtype="group">Indian disturbances</name><!-- LILS 2019-08-07 This isn't really a group. --> in the present day is the facility with which Spirits of the most deleterious, and worst kind, can be procured to any amount from White people.</p>
<p>3. I do not think that the penalty enacted by the Colony is sufficiently severe, to this I have drawn the Governor's attention &amp; suggested that some disgraceful punishment <fw type="catchword" style="text-align: right;">should</fw><pb facs="co_305_15/co_305_15_00093r.jpg"/>should be added.</p>
<p>4) I have also thought it necessary to bring to his notice three, or four places where I am of opinion Magistrates should be placed. They would have the power of seizing &amp; checking the sale of spirits, &amp; summarily punishing the offender. They would be the means of keeping order amongst the Setters, &amp; would be a <choice><orig>pro-<lb/>tection</orig><reg>protection</reg></choice> for the <name type="ip" subtype="individual">Indian</name> against the Whiteman, who is generally the agressor.</p>
<p>5) The Governor appears reluctant to adopt this measure <fw type="catchword" style="text-align: right;">no</fw><pb facs="co_305_15/co_305_15_00093v.jpg"/>no <unclear/> from good reason, but I am sure, it would be attended with essential benefit to the Colony.<lb/>
At present an offender must be brought to <placeName ref="plc:victoria">Victoria</placeName>, the distance is great, &amp; the means of communication very uncertain.<lb/>
Last year I had occasion to forward an extract from a letter from <persName ref="prs:richards_gh">Capt<hi style="vertical-align: super; font-size: 80%;">n</hi> Richards</persName> from <placeName ref="plc:nanaimo">Navarino</placeName><ref target="#marg4"/>, reporting a gross outrage committed on <name type="ip" subtype="individual">an Indian</name> where arm was broken by a man belonging to the Hudson's Bay Company. The Attorney General was instructed to enquire into the case, but before this <fw type="catchword" style="text-align: right;">could</fw><pb facs="co_305_15/co_305_15_00094r.jpg"/> could be done the parties had dispersed and the Attorney Gen<hi style="vertical-align: super; font-size: 80%;">r</hi> could not find sufficient ground for a charge.<lb/>
At this time there was no Magistrate at <placeName ref="plc:nanaimo">Navarino</placeName>.<ref target="#marg5"/><lb/>
I pointed out strongly the want of me, &amp; about two months since a Gen L<hi style="vertical-align: super; font-size: 80%;">u</hi> was sent up.</p>
<p>6). The Governor thinks a Vessel of War stationed in those parts the best method of <choice><orig>main-<lb/>taining</orig><reg>maintaining</reg></choice> order.<lb/>
The occasional presence of me no doubt does much good, but I see no necessity for having me constantly there. <fw type="catchword" style="text-align: right;">The</fw><pb facs="co_305_15/co_305_15_00094v.jpg"/>The Com<hi style="vertical-align: super; font-size: 80%;">r</hi> Officer can of course quel outrage, prevent any disturbance, in fact give protection whenever it may be required but he has no control whatever over the Settlers.

A vessel now, &amp; then showing herself for the purpose of upholding the Civil Power would enable the Magistrate to act with <unclear/>, &amp; decision.</p>
