I am directed by <persName ref="prs:russell_j">Lord John Russell</persName> to transmit to you, to be laid
before The <persName ref="prs:newcastle">Duke of Newcastle</persName>, a copy of a despatch from Her Majesty's
Consul at <placeName ref="plc:san_francisco">San Francisco</placeName>, reporting the establishment of a horse
express overland to that City from St. Joseph's Missouri, by which
mode of conveyance letters for <placeName ref="plc:vancouver_island">Vancouvers Island</placeName> <fw type="catchword" style="text-align: right;">would</fw><pb facs="co_305_15/co_305_15_00188v.jpg"/>would probably reach
their destination some time before the regular mail.

to this mode of transmitting Letters: but, if the despatches from
home, be of an important &amp; political character there may be a
question
