I am directed by Lord John Russell to transmit to you, for the information of Her Majesty's Secretary of State for the Colonies, a Copy of a Despatch from Her Majesty's Chargé d'Affaires at Washington, inclosing copies of his communications with Mr Trescot on the subject of Lord John Russell's Despatch toto Lord Lyons No 171 of the 20th of July last, proposing the substitution of Military for civil Jurisdiction in San Juan, a Copy of which Despatch was inclosed in Lord Wodehouse's letter of the 23rd of that month.

Irvine to Trescot, 17 August 1860, putting in writing the British government's proposal for the withdrawal of the civil magistracies from San Juan.
Trescot to Irvine, 18 August 1860, suggesting that the end in question had already been effected by previous official correspondence, and expressing the hope that "H.B.M. GovtGovernment will before long remove the necessity of any temporary arrangement, by the final and permanent settlement" of the sovereignty question.
