<persName ref="prs:douglas_j">Douglas</persName> replies to <persName ref="prs:newcastle">Newcastle</persName>'s despatch no. 49, dated <date when="1861-03-31">31 March 1861</date>, regarding
<persName ref="prs:stamp_e">Stamp</persName>'s travel aboard HMS <name ref="vsl:grappler" type="vessel">Grappler</name> in <date when="1860-10">October 1860</date>. He informs
<persName ref="prs:newcastle">Newcastle</persName> that <persName ref="prs:stamp_e">Stamp</persName> served as pilot aboard the Royal Navy ship, which was sent to
<placeName ref="plc:barkley_sound">Barkley Sound</placeName> from <placeName ref="plc:esquimalt">Esquimalt</placeName> <q>in consequence of some misconduct and symptoms
of hostility on the part of the Indians in the neighbourhood.</q> Therefore, <persName ref="prs:douglas_j">Douglas</persName> did not think <persName ref="prs:stamp_e">Stamp</persName>
should have to pay for his passage. The minutes show that while the <orgName ref="org:colonial_office">Colonial Office</orgName> agrees that <persName ref="prs:stamp_e">Stamp</persName>
should not be responsible for the cost of his journey, the colony of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> should, as <q>the service on
wh<hi style="vertical-align: super; font-size: 80%;">h</hi> he was employed on board the <name ref="vsl:grappler" type="vessel">Grappler</name> [was] purely colonial</q>.

In reply to your Despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi> 49 of the <date when="1861-03-31">31<hi style="vertical-align: super; font-size: 80%;">st</hi> March</date>, requesting me to
furnish any information I may be able to supply on the subject of the
entertainment on board Her Majesty's Gun Boat <name ref="vsl:grappler" type="vessel">Grappler</name> in <date when="1860-10">October
1860</date> of <persName ref="prs:stamp_e">Captain Edward Stamp</persName>, represented to be the Government
Superintendent<fw type="catchword" style="text-align: right;">of</fw><pb facs="co_305_17/co_305_17_00448v.jpg"/>
of the Settlement of <placeName ref="plc:barkley_sound">Barclay Sound</placeName>, I have the honor
to acquaint Your Grace that the circumstances of the case are as
follows. In <date when="1860-10">October</date> last it was necessary, in consequence of some
misconduct and symptoms of hostility on the part of <name type="ip" subtype="group">the Indians in
the neighbourhood of <placeName ref="plc:barkley_sound">Barclay Sound</placeName></name>, to despatch a Gun Boat to the
place; the Senior Naval Officer at <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, <persName ref="prs:spencer">Captain Spencer</persName> of the <name ref="vsl:topaze" type="vessel">Topaze</name>, applied to me to afford the assistance of a
Pilot, as <placeName ref="plc:barkley_sound">Barclay Sound</placeName> was unsurveyed and the Officer in Command of
the Gun Boat was ignorant of the navigation; I<fw type="catchword" style="text-align: right;">had</fw><pb facs="co_305_17/co_305_17_00449r.jpg"/> had no one to send, but
<persName ref="prs:stamp_e">Captain Stamp</persName>, who is not in the Service of the Government, but one
of the Energetic projectors and proprietors of the Settlement at
<placeName ref="plc:barkley_sound">Barclay Sound</placeName>, happened to be upon the spot, and immediately
volunteered his services to supply the required assistance. They
were accepted, and as they were gratuitously rendered, I have not
thought it proper to make any claim upon <persName ref="prs:stamp_e">Captain Stamp</persName> in repayment
of the expenses for entertainment now referred to.
