<persName ref="prs:murdoch_twc">Murdoch</persName> writes <persName ref="prs:elliot_tf">Elliot</persName> to respond to <persName ref="prs:douglas_j">Douglas</persName>'s complaints about
<q>the delay caused by the necessity of sending home all Deeds of Grant in <placeName ref="plc:vancouver_island">Vancouvers Island</placeName> to have the
Seal of the <orgName ref="org:hbc">Hudsons Bay C<hi style="vertical-align: super; font-size: 80%;">o</hi></orgName> affixed to them.</q> He acknowledges that
the procedure is inconvenient, but argues that it is both temporary and unavoidable. He also addresses <persName ref="prs:douglas_j">Douglas</persName>'s concerns
about the <orgName ref="org:hbc">HBC</orgName>'s land claims in <placeName ref="plc:victoria">Victoria</placeName>, and acknowledges that <persName ref="prs:douglas_j">Douglas</persName>
should be consulted before any agreements with the <orgName ref="org:hbc">HBC</orgName> are finalized.

I have to acknowledge your letter of <date when="1861-03-14">14<hi style="vertical-align: super; font-size: 80%;">th</hi> inst</date>, enclosing a Despatch
from <persName ref="prs:douglas_j">Governor Douglas</persName>, in which he points out the inconvenience of
the delay caused by the necessity of sending home all Deeds of Grant
in <placeName ref="plc:vancouver_island">Vancouvers Island</placeName> to have the Seal of the <orgName ref="org:hbc">Hudsons Bay C<hi style="vertical-align: super; font-size: 80%;">o</hi></orgName> affixed
to them—and adverts further to the questions connected with the sale
of the Land in that<pb facs="co_305_18/co_305_18_00132v.jpg"/> Island on which the old Government buildings
stood.

<p>
2. In respect to the first point there is no doubt inconvenience in
the present arrangement, but it appears to be unavoidable. The
<orgName ref="org:hbc">Hudsons Bay C<hi style="vertical-align: super; font-size: 80%;">o</hi></orgName> cannot of course part with the custody of their Seal,
and so long, therefore, as it is necessary to the validity of grants
that they should have that Seal affixed to them, they must be
transmitted to this Country for the purpose. The arrangement,
however, is temporary only, and it<pb facs="co_305_18/co_305_18_00133r.jpg"/> may be hoped not likely to
continue long. As soon as the pecuniary accounts between H.M.
Government and the Company are adjusted, and the Island is reconveyed
to the Crown, the usual more convenient system will no doubt be
brought into operation.
</p>
<p>
3. In respect to the second point there is nothing in <persName ref="prs:douglas_j">Governor Douglas</persName>' despatch to require any modification of the report which I
submitted on the subject on the <date when="1861-03-14">14<hi style="vertical-align: super; font-size: 80%;">th</hi> instant</date>. The governor urges
that no settlement of the Company's claim should be admitted which<pb facs="co_305_18/co_305_18_00133v.jpg"/>
would infringe upon the Reserves made for the public which are marked
on a Map enclosed in his despatch. Until the title of the Hudsons
Bay C<hi style="vertical-align: super; font-size: 80%;">o</hi> to Lands by reason of occupation previous to <date when="1849">1849</date> is decided,
no steps can be taken for the settlement of the questions respecting
this particular Land—but when a decision has been obtained on the
general question it would no doubt be advisable to consult the Local
Government before deciding on the final <choice><orig>arrang=ement</orig><reg>arrangement</reg></choice><pb facs="co_305_18/co_305_18_00134r.jpg"/> to be made with
the Company in regard to this plot of Land.
