<q>Two Bills of Exchange—for £600 and £400 respectively—drawn by <persName ref="prs:douglas_j">James Douglas</persName>
Esq<hi style="vertical-align: super; font-size: 80%;">r</hi>, Governor of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>—have
been left at the office of the Paymaster General,</q> and asks if they should be paid. The minutes show that <orgName ref="org:colonial_office">Colonial Office</orgName>
staff aren't entirely sure what the bills are for, but that <persName ref="prs:newcastle">Newcastle</persName> <q>is notwithstanding of opinion that it is necessary
to accept &amp; pay the Bills for the credit of the Governor.</q>

I am directed by the Lords Commissioners of Her Majestys Treasury to
acquaint you that Two Bills of Exchange—for £600 and £400
respectively—drawn by <persName ref="prs:douglas_j">James Douglas</persName> Esq<hi style="vertical-align: super; font-size: 80%;">r</hi>, Governor of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>—have been left at the office of the Paymaster General, and I
am to request that you will inform My Lords whether, in the opinion
of the <persName ref="prs:newcastle">Duke of Newcastle</persName>, these Bills should<fw type="catchword" style="text-align: right;">be</fw><pb facs="co_305_18/co_305_18_00323v.jpg"/> be accepted and paid.

<persName ref="prs:pennell">Mr Pennell</persName> has ascertained from the Treas<hi style="vertical-align: super; font-size: 80%;">y</hi> that the bills form part
of the bill for 3000£ reported in 3650 <placeName ref="plc:vancouver_island">V.C.I.</placeName> and of which the
acceptance was sanctioned in our letter of <date when="1861-05-28">28 May</date>.
</ab>
<p>
Ackn<hi style="vertical-align: super; font-size: 80%;">e</hi> [and] state that the <persName ref="prs:newcastle">D of N.</persName> would suggest that examination
should be made whether these bills are not part of the sum of 3000£
<choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice> the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> reported himself to have raised by bills in this
Country in his dph of <date when="1861-02-19">19 Feb 1861</date>. If this <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be the case their
acceptance &amp; payment has been recommended in the C.O. letter of the
<date when="1861-05-28">28 of May</date> and in any case it <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> be desirable that they <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be
accepted for the honor of the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice>.
</p>
<p>
But I <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> like to see
<persName ref="prs:pennell">Mr Pennell</persName> when the dr[af]t comes down in order to be sure that I
understand the position of affairs as bet<hi style="vertical-align: super; font-size: 80%;">n</hi> us &amp; the Treas<hi style="vertical-align: super; font-size: 80%;">y</hi>.
