<persName ref="prs:hamilton_ga">Hamilton</persName> writes <persName ref="prs:elliot_tf">Elliot</persName>, on behalf of the <orgName ref="org:treasury">Treasury</orgName>,
to inform <persName ref="prs:newcastle">Newcastle</persName> that the <orgName ref="org:treasury">Treasury</orgName> agrees that an accountant should review the
<orgName ref="org:hbc">HBC</orgName>'s financial records as part of negotiations between the government and the company concerning the <orgName ref="org:hbc">HBC</orgName>'s
claim for compensation for costs incurred on <placeName ref="plc:vancouver_island">Vancouver Island</placeName> prior to the colony's reconveyance.
However, the <orgName ref="org:treasury">Treasury</orgName> suggests that this review would be more effectively, and cheaply, done by <q>the Audit Office,
or by Gentlemen of Experience in the Audit Office.</q> The minutes show that <orgName ref="org:colonial_office">Colonial Office</orgName> staff agree.

With reference to your letter of the <date when="1861-07-29">29<hi style="vertical-align: super; font-size: 80%;">th</hi> ult</date> I am directed by the
Lords Commissioners of Her Majestys Treasury to acquaint you that
Their Lordships concur with the <persName ref="prs:newcastle">Duke of Newcastle</persName> that the accounts
of the <orgName ref="org:hbc">Hudson's Bay Company</orgName> should be subjected to a strict
examination before any further payment to the Company is made. My
Lords, however, have to suggest whether such an examination might not
be undertaken either by the Audit Office, or by Gentlemen of
Experience in the Audit Office, and the large<fw type="catchword" style="text-align: right;">charges</fw><pb facs="co_305_18/co_305_18_00327v.jpg"/> charges incidental to
the employment of a Professional Accountant thereby avoided.
</p>
<p>
If His Grace, after communication with the <orgName ref="org:hbc">Hudson's Bay Company</orgName>,
should approve of the course recommended my Lords will be prepared to
give the necessary instructions on the subject.

rules as are applied to those of public accountants &amp; that the
officer employed should be made clearly aware of this in order to
