<persName ref="prs:lugard">Lugard</persName> writes <persName ref="prs:rogers_f">Rogers</persName>, on behalf of the <orgName ref="org:war_office">War Office</orgName>,
to forward <persName ref="prs:newcastle">Newcastle</persName> a letter by <persName ref="prs:moody_rc">Moody</persName> <q>in which he urges that if Barracks are to
built in <placeName ref="plc:vancouver_island">Vancouver Island</placeName> no time should be lost in securing the requisite site.</q>
<persName ref="prs:herbert_s">Herbert</persName> asks if <persName ref="prs:newcastle">Newcastle</persName> believes it will be necessary to <q>station a Regiment of
Infantry in <placeName ref="plc:vancouver_island">Vancouver Island</placeName>,</q> and, if he does, whether the colonial or British government
will be responsible for the cost of a barracks. The minutes show that <orgName ref="org:colonial_office">Colonial Office</orgName> staff are not
convinced that it will be necessary, or possible, to station British infantry on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>,
and that, if the construction of a barracks does become necessary, it should be done on Crown land.

I am directed by the Secretary of State for War to transmit to you
for the consideration of the <persName ref="prs:newcastle">Duke of Newcastle</persName> the inclosed copy of a
letter from <persName ref="prs:moody_rc">Colonel Moody</persName>, Commanding the Royal Engineers in <placeName ref="plc:british_columbia">British Columbia</placeName>, in which he urges that if Barracks are<fw type="catchword" style="text-align: right;">to</fw><pb facs="co_305_18/co_305_18_00352v.jpg"/> to be built in
<placeName ref="plc:vancouver_island">Vancouver Island</placeName> no time should be lost in securing the requisite
site.
</p>
<p>
Before taking any steps for carrying out this suggestion, <persName ref="prs:herbert_s">Lord Herbert</persName> would wish to be informed whether the <persName ref="prs:newcastle">Duke of Newcastle</persName> is of
opinion that it will eventually be necessary to station a Regiment of
Infantry in <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, and<fw type="catchword" style="text-align: right;">whether</fw><pb facs="co_305_18/co_305_18_00353r.jpg"/> whether in that case the expense of
providing Barrack accommodation should be borne by the Local or
Imperial Government.

Guards to which the <persName ref="prs:newcastle">Duke of Newcastle</persName> refers in his minute of <date when="1861-02-10">10 Feb<hi style="vertical-align: super; font-size: 80%;">y</hi></date> on 1081? From the communication addressed to <persName ref="prs:moody_rc">Col: Moody</persName> by
Sir John Burgoyne the inference rather is that the <orgName ref="org:war_office">War Office</orgName> is
not as much informed on the subject as His Grace.

We have nothing of later date to supply you with on this point than

It seems to be doubtful whether, for an indefinite time to come, a
Reg<hi style="vertical-align: super; font-size: 80%;">t</hi> of the Line will be sent to <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. The usual
course is not to
<hi style="text-decoration: underline;">purchase</hi> land for Mil[itar]y] purposes, but to reserve what is
necessary out of public lands. I am not aware whether there be more
available for reserve in <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. I certainly should not
think that any purchase out of Colonial Revenue should be
sanctioned, without first obtaining the opinion of the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice>. My
inclination would be to
<hi style="text-decoration: underline;">discourage</hi> the whole suggestion.

This is a very confused proposition of <persName ref="prs:moody_rc">Col. Moody</persName>'s. If Barracks are
built, the question will be whether they must be built within the
Reserve claimed by the
<hi style="text-decoration: underline;">H.B.Co.</hi><pb facs="co_305_18/co_305_18_00358v.jpg"/>

or without it. If the Reserve sh. be decided to be the private
property of the Co—&amp; if the Barracks must be within it, of course
the land will have to be purchased—if otherwise, ungranted &amp; unsold
Crown Land will probably be available for the purpose.

I <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> point out these facts to the <orgName ref="org:war_office">War Office</orgName> &amp; say that you consider
<persName ref="prs:moody_rc">Col. Moody</persName>'s suggestion at all events premature—and that you will
obtain further Gov<hi style="vertical-align: super; font-size: 80%;">rs</hi> Report upon the question of a site for Barracks
in case Troops sh. be eventually sent to V. I<hi style="vertical-align: super; font-size: 80%;">d</hi>—a point on wh. you
think it unnecessary at present to pronounce an opinion. Then write
to <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> enclosing these letters?

apt to receive from the <orgName ref="org:war_office">W.O.</orgName><pb facs="co_305_18/co_305_18_00353r.jpg"/> The [at least one line off microfilm]
the 10<hi style="vertical-align: super; font-size: 80%;">th</hi> Feb<hi style="vertical-align: super; font-size: 80%;">y</hi> were communicated by the <!--tnb; check who D of Cambridge is-->D. of Cambridge to <persName ref="prs:herbert_s">L<hi style="vertical-align: super; font-size: 80%;">d</hi> Herbert</persName> as well as to me. What may
<hi style="text-decoration: underline;">"eventually"</hi> be necessary it is difficult to foresee in such a
matter, but I should hope it <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> not be necessary to maintain a Reg<hi style="vertical-align: super; font-size: 80%;">t</hi>
in V.I<hi style="vertical-align: super; font-size: 80%;">d</hi>—at least not for Colonial purposes. Answer in terms of
<persName ref="prs:fortescue">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Fortescue</persName>'s minute.
