<persName ref="prs:lugard">Lugard</persName> writes <persName ref="prs:elliot_tf">Elliot</persName>, on behalf of <persName ref="prs:herbert_s">Herbert</persName>,
to inform <persName ref="prs:newcastle">Newcastle</persName> that although <q>orders could be sent by the Mail of the
<date when="1861-07-26">26<hi style="vertical-align: super; font-size: 80%;">th</hi></date> for a Regiment to go from China to
<placeName ref="plc:vancouver_island">Vancouver Island</placeName>…it is not advisable, except in cases of great emergency, to
isolate small bodies of Troops in positions where it is impossible to support them if attacked,</q> adding that <q>should
Her Majesty's Government decide that a Regiment should be stationed at <placeName ref="plc:vancouver_island">Vancouver Island</placeName>,
provision should be made by the <orgName ref="org:admiralty">Admiralty</orgName> that a sufficient Naval Force should be so stationed
as to afford the necessary support.</q>

I am directed by <persName ref="prs:herbert_s">Lord Herbert</persName> to acknowledge the receipt of your
letter of the <date when="1861-07-04">4<hi style="vertical-align: super; font-size: 80%;">th</hi> instant</date> together with its enclosure from the
<orgName ref="org:foreign_office">Foreign Office</orgName> expressing the wish of <persName ref="prs:russell_j">Lord John Russell</persName> that a
Regiment should be sent to <placeName ref="plc:vancouver_island">Vancouver Island</placeName> without delay.

<p>
In reply I am to acquaint<fw type="catchword" style="text-align: right;">you</fw><pb facs="co_305_18/co_305_18_00359v.jpg"/> you for the information of
the <persName ref="prs:newcastle">Duke of Newcastle</persName> that orders could be sent by the Mail of the <date when="1861-07-26">26<hi style="vertical-align: super; font-size: 80%;">th</hi></date> for a
Regiment to go from China to <placeName ref="plc:vancouver_island">Vancouver Island</placeName>; but, before giving
them, <persName ref="prs:herbert_s">Lord Herbert</persName> desires to represent to His Grace that His Royal
Highness the General Commanding in Chief entertains a strong opinion,
in which <persName ref="prs:herbert_s">Lord Herbert</persName> concurs, that it is not advisable,<fw type="catchword" style="text-align: right;">except</fw><pb facs="co_305_18/co_305_18_00360r.jpg"/> except in
cases of great emergency, to isolate small bodies of Troops in
positions where it is impossible to support them if attacked.

<p>
I am to add that, should Her Majesty's Government decide that a
Regiment should be stationed at <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, provision should be

Office. As <persName ref="prs:russell_j">Lord J. Russell</persName> has thrice expressed his opinion that a
Reg<hi style="vertical-align: super; font-size: 80%;">t</hi> <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be sent to <placeName ref="plc:vancouver_island">V.C. Island</placeName> his Lordship will probably not
change his mind from the fear of its wanting support. The object
of sending a Reg<hi style="vertical-align: super; font-size: 80%;">t</hi> being on account of Imperial &amp; not solely colonial
concern the <orgName ref="org:foreign_office">F.O.</orgName> will next communicate with the Adm<hi style="vertical-align: super; font-size: 80%;">y</hi>.
