Lugard informs the Colonial Office that no Royal Navy ships are available to transport the rifles and ammunition promised to Vancouver Island, and asks by what means of Conveyance the Duke of Newcastle would wish the Arms and Ammunition to be forwarded to their destination.

In reference to your letter of 2nd Instant, requesting that the 500 Rifles measuring 7 tons and 150000 Pounds of Ball Ammunition contained in 131 Quarter Barrels, ordered to be supplied to the Vancouver Island Colony, might be conveyed in the Ship of War about to proceed to that Station. I am directed by Secretary Sir G Lewis to transmit to you the enclosed copy of a communication received from the Admiralty stating that the Ship in question is unable to receive the Stores, and to request I may be informed by what means of Conveyancethe the Duke of Newcastle would wish the Arms and Ammunition to be forwarded to their destination.
