Douglas acknowledges Newcastle's despatch calling [Douglas's] attention to a Petition to the Queen from Mr John Copland praying to be admitted as an Attorney and Solicitor of the Supreme Court of Vancouver Island, and refers Newcastle to Cameron's report on the matter, which Douglas included in despatch no. 74, dated 30 November 1861.

With reference to Your Despatch of the 30th of November last, No 78, calling my attention to a Petition to the Queen from Mr John Coplandpraying praying to be admitted as an Attorney and Solicitor of the Supreme Court of Vancouver Island, forwarded to me in your Despatch No 50 of the 30th of March last, I beg to refer Your Grace to my Despatch No 74 of the 30th of November last, covering the required Report from the Chief Justice upon that Petition, and which Report contained an Explanation from thatfunctionary functionary of the cause of the delay in its transmission.
