<persName ref="prs:douglas_j">Douglas</persName> apologizes to <persName ref="prs:newcastle">Newcastle</persName> for using the wrong size paper for his despatches and
explains again that the shipments of official paper intended for him to use did not reach him due to one ship carrying the paper being sunk, and
the other being delayed for more than a year due to <q>a series of disasters.</q>

I have to express my regret that the inconvenience caused to Your
Department by the use of paper of a size larger than that supplied
from Her Majesty's Stationery Office should not have been sooner
removed. The cause<fw type="catchword" style="text-align: right;">however</fw><pb facs="co_305_19/co_305_19_00171v.jpg"/> however was attributable to circumstances beyond
my control as was explained in my Despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi> 88 of the <date when="1860-10-08">8<hi style="vertical-align: super; font-size: 80%;">h</hi> October 1860</date>, <placeName ref="plc:british_columbia">British Columbia</placeName>. The paper referred to by Your Grace in your
Despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi> 86 of the <date when="1862-02-18">18<hi style="vertical-align: super; font-size: 80%;">h</hi> February last</date> was shipped on board the
"<name ref="vsl:true_briton" type="vessel">True Briton</name>" bound for <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> in <date when="1860-08">August 1860</date>. That Ship
however met with a series of disasters and did not reach <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> until more than Twelve months<fw type="catchword" style="text-align: right;">afterwards</fw><pb facs="co_305_19/co_305_19_00172r.jpg"/> afterwards. By a curious
coincidence she had also on board the Duplicate supply of Stationery
which we had ordered from Home in <date when="1859-04">April 1859</date>, the original supply
having been lost with the Vessel conveying it, as mentioned in my
aforesaid Despatch. Therefore, until the arrival of the "<name ref="vsl:true_briton" type="vessel">True Briton</name>" we were, as I have before explained, entirely dependant for
our stationery upon the American Market.

2. I trust Your Grace will pardon my being thus minute in my
explanation, but I am so to shew that our use of paper of an
inconvenient size after Your Grace had called my attention to the
circumstance by Your Despatch of the <date when="1860-07-03">3 July 1860</date> N<hi style="vertical-align: super; font-size: 80%;">o</hi> 38, did not
arise from inattention, but from inability to comply with Your
Grace's wishes.
</p>
<p>
3. The Colonial Agents General were requested on the <date when="1862-02-10">10 February</date>
last to pay to<fw type="catchword" style="text-align: right;">Her</fw><pb facs="co_305_19/co_305_19_00173r.jpg"/> Her Majesty's Stationery Office the sum of £5:16:11
the same being the cost of the paper which Your Grace was good
enough to direct should be forwarded.
