<persName ref="prs:douglas_j">Douglas</persName> writes <persName ref="prs:newcastle">Newcastle</persName> in response to <persName ref="prs:langford">Langford</persName>'s complaints. He defends the
appointment of <persName ref="prs:cameron_d">Cameron</persName> as <q>Chief Justice of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>,</q> claiming that he is
<q>much respected throughout the Colony,</q> and points out that <persName ref="prs:langford">Langford</persName>'s allegations of misconduct against
<persName ref="prs:pemberton_jd">Pemberton</persName> were found to be untrue.

I have the honor to acknowledge receipt of Your Grace's Despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi>
101 of the <date when="1861-06-02">2<hi style="vertical-align: super; font-size: 80%;">nd</hi> June last</date>, referring for report copy of letters from
<persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> E.E. Langford</persName>, formerly a resident of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>,
containing complaints against certain of the Officers<fw type="catchword" style="text-align: right;">connected</fw><pb facs="co_305_19/co_305_19_00245v.jpg"/> connected with
my Government; &amp; I have also the honor to acknowledge receipt of Your
Grace's Despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi> 106, of the <date when="1861-06-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> June</date>, transmitting, for the
same purpose, copy of a further letter of complaint from <persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Langford</persName>
upon the same subject.
</p>
<p>
2. I have in accordance with Your Graces instructions called upon
the officers concerned for any remarks they may have to offer in
respect of the allegations of <persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Langford</persName>, and so soon as I receive
their replies I will forward them to Your Grace with such report
thereon as the circumstances of the case may require. <persName ref="prs:begbie_mb">M<hi style="vertical-align: super; font-size: 80%;">r</hi><fw type="catchword" style="text-align: right;">Begbie</fw><pb facs="co_305_19/co_305_19_00246r.jpg"/> Begbie</persName>,
the Judge of <placeName ref="plc:british_columbia">British Columbia</placeName>, one of the gentlemen inculpated by
<persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Langford</persName>, is absent on Circuit, and by last Accounts was at
<placeName ref="plc:cariboo_region">Carribou</placeName>, it may therefore be some time before I can hear from him.
</p>
<p>
3. With respect to the latter portion of your Despatch of the <date when="1861-06-02">2<hi style="vertical-align: super; font-size: 80%;">nd</hi> June</date>, which refers especially to <persName ref="prs:cameron_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cameron</persName> the Chief Justice of
<placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, I will take an early opportunity of placing
before Your Grace all the circumstances in connection with the
appointment of <persName ref="prs:cameron_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi><fw type="catchword" style="text-align: right;">Cameron</fw><pb facs="co_305_19/co_305_19_00246v.jpg"/> Cameron</persName>. I may however at present maintain that
so far as I am aware <persName ref="prs:cameron_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cameron</persName> performs his duties with much
ability, and his decisions give general satisfaction. Individually I
believe him to be much respected throughout the Colony. The
allegations of <persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Langford</persName> in regard to the administration of
justice in <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> I have no hesitation in at once
pronouncing to be unfounded. I hear for the first time that "the
proceedings in the Law Courts of the Colony are the theme of<fw type="catchword" style="text-align: right;">scorn</fw><pb facs="co_305_19/co_305_19_00247r.jpg"/> scorn
and derision amongst the Colonists." Had such a state of things
existed I must have known it; and I think I should, in such case, long
ago have put an end to it. I did indeed once receive a letter of
complaint against <persName ref="prs:cameron_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cameron</persName> from <persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Langford</persName>, and in that he
asserted that "Life and Liberty had been illegally sacrificed and
jeopardized and the ends of Justice defeated"—but as the allegation
was merely a general one, and as I found on inquiry that just at that
time <persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Langford</persName> had been<fw type="catchword" style="text-align: right;">very</fw><pb facs="co_305_19/co_305_19_00247v.jpg"/> very properly committed by <persName ref="prs:cameron_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cameron</persName>
for a gross contempt of Court, the cause of this letter as well as
its object was so evident, that—anxious as I may be that no just
complaint should go unnoticed—I yet felt that in this case it would
be most inexpedient for me to interfere.

<p>
4. <persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Langford</persName> is the same person who brought the complaint against
<persName ref="prs:pemberton_jd">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Pemberton</persName> the Colonial Surveyor General, for unjust, partial, and
improper conduct in respect of the sale of some Land, which complaint
I forwarded to your Grace in my Despatch<fw type="catchword" style="text-align: right;">N<hi style="vertical-align: super; font-size: 80%;">o</hi></fw><pb facs="co_305_19/co_305_19_00248r.jpg"/> N<hi style="vertical-align: super; font-size: 80%;">o</hi> 14 of the <date when="1860-03-14">23<hi style="vertical-align: super; font-size: 80%;">rd</hi> March 1860</date>. <persName ref="prs:pemberton_jd">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Pemberton</persName> was fully exonerated from the charge as will be
seen by the Secretary of State's Despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi> 28 of the <date when="1860-07-26">26<hi style="vertical-align: super; font-size: 80%;">th</hi> July 1860</date>. I would respectfully request your Grace's attention to both
these Despatches, as serving to give some insight into <persName ref="prs:langford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Langford</persName>'s
character, and to throw some light upon his present proceedings.
