<persName ref="prs:newcastle">Newcastle</persName> forwards <persName ref="prs:douglas_j">Douglas</persName> two letters from <persName ref="prs:langford">Langford</persName>
<q>containing allegations affecting certain Government Officers in <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and the
administration of Justice in that <placeName ref="plc:vancouver_island">Colony</placeName>,</q> and asks that <persName ref="prs:douglas_j">Douglas</persName>,
along with <persName ref="prs:cameron_d">Cameron</persName>, <persName ref="prs:begbie_mb">Begbie</persName>, and <persName ref="prs:good_c">Good</persName>, review the allegations
and report back to <persName ref="prs:newcastle">Newcastle</persName>. In addition, <persName ref="prs:newcastle">Newcastle</persName> recommends that <persName ref="prs:cameron_d">Cameron</persName>,
whose appointment was <q>a mere temporary expedient,</q> be replaced by a <q>professional Judge.</q>

I have the honor to transmit to you copies of two letters which I
have received from <persName ref="prs:langford">Mr. Edward E. Langford</persName> containing allegations
affecting certain Government Officers in <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and the administration of Justice in that Colony. I have to request that you
will submit these statements to <persName ref="prs:cameron_d">Mr. Cameron</persName>, <persName ref="prs:begbie_mb">Mr. Begbie</persName> and <persName ref="prs:good_c">Mr.<!--<pb facs="co_410_01/co_410_01_00189r.jpg"/>--> Good</persName><fw type="catchword" style="text-align: right;">to</fw><pb facs="rg7_g8c_03/rg7_g8c_03_00045v.jpg"/> to
whom they refer and that you will forward to me together with your own
observations whatever explanations these gentlemen may have to offer on
the subject.
</p>
<p>
Upon referring to your despatches in <date when="1855">1855</date> I find no allusion to
the circumstances affecting <persName ref="prs:cameron_d">Mr. Cameron</persName> as detailed in the enclosures
to <persName ref="prs:langford">Mr. Langford</persName>'s letter of the <date when="1862-05-21">21st May last</date>. On this point I wish to receive a Report from you explaining how far this gentleman's
antecedents were known to you<fw type="catchword" style="text-align: right;">and</fw><pb facs="rg7_g8c_03/rg7_g8c_03_00046r.jpg"/> and if they are correctly stated by <persName ref="prs:langford">Mr.
Langford</persName> and his correspondents, how it happened that you took no
notice of them, at the time you recommended him for the Acting Chief Justiceship.
</p>
<p>
I observe that this appointment when created was regarded by you
as a mere temporary expedient and as I am of opinion that the time is
approaching when it will be necessary that <placeName ref="plc:vancouver_island">Vancouver Island</placeName> should
receive the services of a professional Judge; I should<fw type="catchword" style="text-align: right;">therefore</fw><pb facs="rg7_g8c_03/rg7_g8c_03_00046v.jpg"/> therefore wish
you to bring the question of making provision for his remuneration
before the local Legislature.
</p>

the <persName ref="prs:reid_a">Sheriff Clerk at Perth</persName>, giving information concerning <persName ref="prs:cameron_d">Mr David Cameron</persName> the Chief Justice of
<placeName ref="plc:vancouver_island">Vancouver<fw type="catchword" style="text-align: right;">Isalnd</fw><pb facs="rg7_g8c_03/rg7_g8c_03_00052v.jpg"/>Island</placeName>,
who is one of the Officials whose conduct is complained of, in the statement which I had the honor to address to Your Grace on the

<salute>Dear Sir,</salute>
<p>I have to apologize for not sooner answering yours of <date when="1861-10-10">10th Ultimo</date>, but you will 〰 excuse the delay, when I tell you I have for the
last few weeks been suffering from 〰 indisposition generally confined to the house and a good deal to bed, and so prevented from obtaining the information noted below.
I cannot discover that <persName ref="prs:cameron_d">D. Cameron</persName> obtained any more formal discharge from his 〰 creditors than is implied in the
<fw type="catchword" style="text-align: right;">fact</fw><pb facs="rg7_g8c_03/rg7_g8c_03_00053v.jpg"/>fact that certain of his Creditors took Bills for his imposition.</p>
<p>By the Law of Scotland, although these Bills were dishonored when due, and so rendered the proceedings for recovery necessary which I showed you, that would not revive
the 〰 original claim of the creditors to 20<hi style="vertical-align: super; font-size: 80%;">s</hi>/- per £.</p>
<p><persName ref="prs:cameron_w">W<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">m</hi> Cameron</persName> the Cousin has made thorough search for the
acknowledgement by <persName ref="prs:cameron_d">David</persName> of which he thought he was possessed, without being able to find it and I have not succeeded in finding any specimen
of his 〰 <fw type="catchword" style="text-align: right;">handwriting</fw><pb facs="rg7_g8c_03/rg7_g8c_03_00054r.jpg"/> handwriting.</p>
<p><persName ref="prs:gray_george">M<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi> Gray</persName> had nothing to do with the Bankrupt, nor with the 〰 Creditors, having only acted as Notary for the Banks at which the Bills fell due.</p>
<p>I find however that <persName ref="prs:cameron_d">David</persName> has two brothers <persName ref="prs:cameron_c">Charles</persName> and <persName ref="prs:cameron_j">John Cameron</persName>, who 〰 carry on business as Bankers in London; their address is 16 Duke St Strand.</p>
<p>I regret that I am unable further to satisfy your enquiries and remain</p>
