I have the honor to transmit a Statement of certain British Subjects which sufficiently explains itself.

2. I have seen the persons making this Statement and they appear to be in every way respectable persons.

3. I forbear to offer any comment upon the proceedings which occurred beyond my jurisdiction and where there is a British Consul, who has doubtless taken cognizance of the matter.
