<p><persName ref="prs:kennedy_a">Kennedy</persName> forwards <persName ref="prs:nicholles">Nicholles</persName>’s letter in which <persName ref="prs:nicholles">Nicholles</persName> complains of high rents, the free port policy, disillusionment caused by misrepresentation in <title level="m">The Times</title> regarding the availability of land, and other aspects of life in <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. <persName ref="prs:rogers_f">Rogers</persName> minutes his belief that <persName ref="prs:nicholles">Nicholles</persName>’s letter is a <q>foolish letter of a very foolish man.</q></p>

I have the honor to transmit a letter entrusted to me by <persName ref="prs:nicholles">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Nicholles</persName> of this colony which I have read as I understood to be the
writers desire.
</p>
<p>
The truth of some of these statements is beyond my personal
knowledge, and others do not require any comment. They are all I
think possibly true and<fw type="catchword" style="text-align: right;">probable</fw><pb facs="co_305_22/co_305_22_00278v.jpg"/> probable.

Some of them are allegations of visible facts, <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice> plainly are true
or plainly false.
