Kennedy forwards a letter from crewmembers of the John Stephenson to Pemberton describing the delays encountered en route to Vancouver Island which includes a mutiny and a plundering of stores by other crew members. Blackwood minutes that the Colonial Office has no knowledge of the John Stephenson nor of the goods which are represented to have been put on board. Elliot authorises Blackwood to send the letter to the Crown Agents for their observations on the matter.

I deem it my duty to transmit through you for the information of the Crown Agents for the Colonies the copy of a communication addressed to the Surveyor General of this Colony in reference to the Ship "John Stephenson" on board of which goods were shipped by the Agents General for this Colony. It is only necessary for me toadd add that the "John Stephenson" has not yet arrived here having left the Thames on the 16th January 1864.
