Referring to my Despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi> 15 dated <date when="1865-03-21">21<hi style="vertical-align: super; font-size: 80%;">st</hi> March 1865</date> transmitting
certain Resolutions and Report from the <placeName ref="plc:victoria">Victoria</placeName> Chamber of Commerce
I have now the honor to forward the copy of a correspondence which
has passed between <persName ref="prs:seymour_f">Governor Seymour</persName> and myself.

The Resolutions and Report of the Chamber of Commerce were published
in the local papers on the same day on which I received them, and I
did not therefore think it necessary to call <persName ref="prs:seymour_f">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Seymour</persName>'s attention
to a matter of public notoriety, nor do I think I would have been
justified in withholding a document entrusted to me for transmission
to Her Majesty's Secretary of State while I submitted it for <persName ref="prs:seymour_f">Governor
Seymour</persName>'s remarks—I was guided by the Colonial Regulations (Chapter<fw type="catchword" style="text-align: right;">VI</fw><pb facs="co_305_25/co_305_25_00227r.jpg"/>
VI, Sections 208-9) in the course I pursued and if I have committed
any error I will be glad to be corrected.

I perused the Resolutions and Report of the Chamber of Commerce very
carefully and failed to discover any "unfounded statements" which I
would certainly have brought to your notice had I observed them.

subject, probably, having reference to the new <placeName ref="plc:british_columbia">B.C.</placeName> Tariff or the
"Union." The report &amp;c of the Chamber of Commerce of <placeName ref="plc:victoria">Victoria</placeName> is in
circ<hi style="vertical-align: super; font-size: 80%;">n</hi> with other papers.
