I have the honor to enclose a letter from <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Henry Wakeford</persName> which
explains itself, in reference to your Despatches named in the margin.

<p>
The Legislative Assembly having made provision for a Private
Secretary at the rate of £350 per annum I have, subject to your<fw type="catchword" style="text-align: right;">approval</fw><pb facs="co_305_26/co_305_26_00005v.jpg"/>
approval, offered, and <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName> has accepted that office.
</p>
<p>
The Assembly have also voted the sum of $1200 for the salary of an
Auditor for <date when="1865">1865</date>, and it being wholly impossible to procure the
services of a competent or reliable officer for that sum I have
appointed <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName> to perform the duties of that office in
addition to those of Private Secretary drawing salary at the rate of
$1200 per annum from date of appointment.
</p>
<p>
There is nothing incompatible that I am aware of in these joint<fw type="catchword" style="text-align: right;">offices</fw><pb facs="co_305_26/co_305_26_00006r.jpg"/>
offices, and the joint salary is the minimum upon which a public
officer can maintain a family in this Colony where the cost of living
is so very high.
</p>
<p>
<persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName> has discharged the duties of Colonial Secretary during
<persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s absence with great industry and ability and has rendered
me important assistance in the Government of the Colony.

allowed to have <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName> as his Private Secretary. A good
Auditor will also be advantageous for the public interests. I am
aware of no local Act granting the Salaries of these situations
permanently. I suppose they are provided for in the Appropriation
Act for this year, which has not reached us. <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName> has
probably well considered the prudence of relinquishing a fixed office
in Australia for places the Emoluments of which are dependent on the
pleasure of such a Ho: of C.

<hi style="text-decoration: underline;">N<hi style="vertical-align: super; font-size: 80%;">o</hi> 23</hi> of the <date when="1865-02-25">25<hi style="vertical-align: super; font-size: 80%;">th</hi> of Feb<hi style="vertical-align: super; font-size: 80%;">y</hi> last</date>. The Salary of the
appointment is £360 per annum &amp; I presume that the Governor will be
allowed to select <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName>s successor. It will be necessary to
inform the Agents with reference to the letter respecting the
continuance of the payment of <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName>s half salary which<pb facs="co_305_26/co_305_26_00007v.jpg"/> was
addressed to them on the <date when="1865-06-01">1<hi style="vertical-align: super; font-size: 80%;">st</hi> of June last</date>. By that letter they were
authorized to Continue the issue of the half salary to the <date when="1865-06-14">14<hi style="vertical-align: super; font-size: 80%;">th</hi> of
June last</date>. <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName>s resignation (I am assuming that he is
confirmed in his new appointment) is dated the <date when="1865-06-26">26<hi style="vertical-align: super; font-size: 80%;">th</hi> of June</date> so that
they will have to be authorized to pay <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName>s half salary on
account of his office of Police Magistrate for the additional twelve
days.

So far as regards <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName> the course appears to me plain. I
should confirm his appointment to the offices both of Private
Secretary &amp; of Auditor and should inform Governor Hampton that this
has been done, and that the appointment of Police Magistrate at Perth
in consequence becomes vacant.
</ab>
<p>
A second question is the filling up of that Office in Western
Australia. The salary is £360. When <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName> went on leave,
<persName ref="prs:hampton_js">Governor Hampton</persName> reported that with a view to establishing on a sound
legal footing the business of the Small Debt Court, he had appointed
<persName ref="prs:leake">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Leake</persName> the Crown Solicitor to be acting Police Magistrate. I
infer from this that legal attainments are desirable. It will be for
you to determine whether to leave the appointment to the Governor or
send out some one from home.
