<p><persName ref="prs:romaine_wg">Romaine</persName> forwards a letter from <persName ref="prs:denman_j">Rear Admiral Denman</persName> <q>recommending that a powerful Vessel of War should be employed for the protection of <placeName ref="plc:esquimalt">Esquimalt</placeName>.</q> <persName ref="prs:blackwood_aj">Blackwood</persName> minutes his concern that a vessel controlled by the colonies would inevitably <q>embarrass the Imperial [Government] in its foreign relations,</q> but <persName ref="prs:fortescue">Fortescue</persName> minutes his opinion that such a vessel would be <q>the very best, most effective &amp; most economical mode of keeping the Indians in order.</q></p>

I am commanded by My <orgName ref="org:admiralty">Lords Commissioners of the Admiralty</orgName> to send you
herewith, for the information of <persName ref="prs:cardwell">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Secretary Cardwell</persName>, a Duplicate
Letter from <persName ref="prs:denman_j">Rear Admiral Denman</persName>, N<hi style="vertical-align: super; font-size: 80%;">o</hi> 34, dated the <date when="1864-10-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> October
last</date>, representing the necessity for an increase to the Pacific
Squadron, owing<fw type="catchword" style="text-align: right;">to</fw><pb facs="co_305_27/co_305_27_00028v.jpg"/> to the addition contemplated by the United States
Government to their Naval Forces in consequence of the large French
Force on the Coast of Mexico; and recommending that a powerful Vessel
of War should be employed for the protection of <placeName ref="plc:esquimalt">Esquimalt</placeName>, and for
the prevention of aggressions by <name type="ip" subtype="group">Native Tribes</name>, upon British Traders.

In forwarding <persName ref="prs:denman_j">Admiral Denman</persName>'s remarks relating to the employment of
Colonial Steamers, My Lords desire me to observe that the question is
applicable not only to <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, and <placeName ref="plc:british_columbia">British Columbia</placeName>, but
to all other Colonies which are similarly situated.

I have never known an instance of a Colonial vessel—kept for
Colonial uses &amp; paid and Officered by a Colony which did not continue
to embarrass the Imperial <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> in its foreign relations. Hence I am
of opinion that if a vessel is required by <placeName ref="plc:vancouver_island">V.C. Island</placeName> &amp; <placeName ref="plc:british_columbia">B. Columbia</placeName>
to preserve order on the Coasts &amp; prevent illicit trading with the
Indians she should be under the direct orders of the <orgName ref="org:admiralty">Admiralty</orgName> &amp;
the Admiral on the Station. But we cannot act without knowing 1<hi style="vertical-align: super; font-size: 80%;">st</hi>
whether these Colonies want such a vessel, and 2<hi style="vertical-align: super; font-size: 80%;">y</hi> whether they are
prepared to pay for and maintain her. My persuasion is that <placeName ref="plc:vancouver_island">V.C.I.</placeName>
will reject the offer if made to her. <placeName ref="plc:british_columbia">B. Columbia</placeName> may accept. But
the practical step to take is to ask these Colonies what they wish.
And with that view I should send them a copy of <persName ref="prs:denman_j">Adm<hi style="vertical-align: super; font-size: 80%;">l</hi> Denman</persName>'s
Letter, at least of Sections 5 and 6, &amp; call on the Governors to
report explaining that in the event of a colonial vessel being
established she <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> be paid by them &amp; in all probability officered and
manned by the Adm<hi style="vertical-align: super; font-size: 80%;">y</hi>.

<p>
The question raised by <persName ref="prs:denman_j">Admiral Denman</persName> as to increasing the Naval
Force in the Pacific on account of the augmented strength put on by
France and the United States is one which the <orgName ref="org:admiralty">Admiralty</orgName> should
propose to the <orgName ref="org:foreign_office">Foreign Office</orgName>, &amp; not to this Office.

I should ask the Governors' opinion on having a Colonial vessel—but
I should be against any proviso about her being manned or officered by
the Admy, or being under the orders of the <orgName ref="org:admiralty">Admiralty</orgName>. I would have
either a Colonial Vessel or none.

An armed vessel at the disposal of the Gov<hi style="vertical-align: super; font-size: 80%;">ts</hi> of <placeName ref="plc:british_columbia">B.C.</placeName> and <placeName ref="plc:vancouver_island">V. Id.</placeName> is
probably the very best, most effective &amp; most economical mode of
keeping <name type="ip" subtype="group">the Indians</name> in order; and I think there wd. be good grounds
even for applying to Parl<hi style="vertical-align: super; font-size: 80%;">nt</hi> for a vote to enable the two Colonies to
procure and maintain such a vessel—seeing that we afford them no
military aid and that the vessel proposed would apparently save the
expense of several gunboats now employed virtually for the same
purposes. But if the Colonies can &amp; will pay, so much the better.
Refer to the two Governors accordingly?
