In <persName ref="prs:kennedy_a">Governor Kennedy</persName>'s despatch (a copy of which was transmitted with
your letter of the <date when="1865-03-23">23<hi style="vertical-align: super; font-size: 80%;">rd</hi> Ult<hi style="vertical-align: super; font-size: 80%;">o</hi></date>) a reference is made to the conduct
of the officers of the Company at <placeName ref="plc:victoria">Victoria</placeName>, and especially to <persName ref="prs:finlayson">Mr
Finlayson</persName> &amp; <persName ref="prs:dallas">Mr Dallas</persName>.
</p>
<p>
I thought it right to place the papers in the hands of the latter
gentleman who desires to submit for the consideration of the Rt.
Honble the Secretary of State the explanations contained in the
enclosed memorandum.

the complaint preferred against him by the <orgName ref="org:hbc">Hudson's Bay C<hi style="vertical-align: super; font-size: 80%;">o</hi></orgName> on acc<hi style="vertical-align: super; font-size: 80%;">t</hi>
of certain steps he had taken for preventing encroachments on the
public park of <placeName ref="plc:victoria">Victoria</placeName> was satisfactory. The case is, therefore,
closed, &amp; I do not think that it will do any good to put him in
possession of <persName ref="prs:dallas">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Dallas</persName>' Letter. If it is sent to him I <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> 
accompany it<pb facs="co_305_27/co_305_27_00273r.jpg"/> with the statement that <persName ref="prs:cardwell">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cardwell</persName> only forwards it
for the Gov<hi style="vertical-align: super; font-size: 80%;">r's</hi> inf<hi style="vertical-align: super; font-size: 80%;">n</hi> &amp; will not trouble him for any remarks upon its
contents.

I do not think that we can quite pass by <persName ref="prs:dallas">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Dallas</persName>'s letter without
making it in some shape known to those concerned. As a first step I
would suggest that with reference to the Emigration Comrs letter of
the <date when="1865-03-16">16<hi style="vertical-align: super; font-size: 80%;">h</hi> ult<hi style="vertical-align: super; font-size: 80%;">o</hi></date>, we send them for their consideration a copy of the
despatch to <persName ref="prs:kennedy_a">Governor Kennedy</persName> of <date when="1865-03-21">21 March</date> and of our letter to <persName ref="prs:head_ew">Sir E.
Head</persName>, and the present answer (&amp; that we suspend our reply to the
Company).
