<p><persName ref="prs:young_wag">Young</persName> requests a three-month extension of leave. <persName ref="prs:blackwood_aj">Blackwood</persName>’s minute suggests refusing the extension, as it would overlap with <persName ref="prs:wakeford">Wakeford</persName>’s return to Australia, and in a subsequent minute, <persName ref="prs:blackwood_aj">Blackwood</persName> notes receipt of a despatch in which <persName ref="prs:kennedy_a">Kennedy</persName> requests that <persName ref="prs:young_wag">Young</persName> return as soon as possible. <persName ref="prs:elliot_tf">Elliot</persName> minutes his belief that <persName ref="prs:young_wag">Young</persName> is part of a <q>powerful cabal</q> connected to <persName ref="prs:douglas_j">Douglas</persName>. <persName ref="prs:cardwell">Cardwell</persName> minutes for <persName ref="prs:young_wag">Young</persName>’s request to be refused.</p>

As private affairs of importance to myself will require my presence
in England for a longer period than my present leave of absence from
the Colony of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> will admit, I have the honor very
respectfully to request that you will be pleased to move the Secretary
of State to grant me an extension of Three months, from the
expiration<fw type="catchword" style="text-align: right;">of</fw><pb facs="co_305_27/co_305_27_00390v.jpg"/> of my present term, viz. the <date when="1865-05-14">14<hi style="vertical-align: super; font-size: 80%;">th</hi> May proximo</date>.

See 5469, and 6011. <persName ref="prs:kennedy_a">Governor Kennedy</persName> has not ans<hi style="vertical-align: super; font-size: 80%;">d</hi> the enquiry
proposed to him in <date when="1864-07">July</date> whether <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s absence <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> subject him
to any inconvenience. My impression is that he <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> rather have his
own friend, <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName> to act as Col: <choice><abbr>Se<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice></abbr><expan>Secretary</expan></choice> &amp; that he would
willingly dispense with <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s presence. But <persName ref="prs:wakeford">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Wakeford</persName>'s
leave from W. Australia will expire on the<pb facs="co_305_27/co_305_27_00391r.jpg"/> <date when="1865-06-14">14 June next</date> (see
11920/<date when="1864">64</date> &amp; draft ans<hi style="vertical-align: super; font-size: 80%;">r</hi>). To enable him to reach W. Australia by
that time he will probably have to quit <placeName ref="plc:vancouver_island">V.C. Island</placeName> in <date when="1865-04">April</date> or
<date when="1865-05">May</date>—which—if <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s Application for extension of leave be
complied with—<choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> most likely be inconvenient to the Governor, who
will not easily find amongst the community a suitable person to act
as Colonial <choice><abbr>Se<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice></abbr><expan>Secretary</expan></choice> for even the short interval of a couple of months.
Under these circs it seems to me that there is no alternative except
to refuse <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s application.

Since writing the preceeding minute a further important despatch from
<persName ref="prs:kennedy_a"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Kennedy</persName> has been shewn me in which he urges

<persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName> <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be required to return to <placeName ref="plc:vancouver_island">V.C.I.</placeName> at the expiration of
his leave—see 9483. This wish of <persName ref="prs:kennedy_a"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Kennedy</persName>'s may, I think, be
regarded as conclusive<pb facs="co_305_27/co_305_27_00391v.jpg"/> against <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s application.

So far as regards the question of leave, I am quite clear that it
ought to be refused, even if it should lead to <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s resignation.
</ab>
<p>
<seg type="snippet" xml:id="V656Y01_snippet_1">I am satisfied that it is a very great misfortune that <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>
should be Colonial Secretary because he is one of the numerous clique
of <persName ref="prs:douglas_j">Sir James Douglas</persName>'s family connections who have gained possession
of all the principal Offices in <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. This will, I have
no doubt, be a serious obstacle to <persName ref="prs:kennedy_a">Governor Kennedy</persName>'s doing his duty
by the Colony. He has frequently complained of the powerful cabal
which he finds established, and I feel no doubt of the correctness of
his complaints, not merely on account of their inherent probability,
but because I myself witnessed in even so large a place as Canada the
evil effects of a similar family clique in possession of all the
Offices, an evil which<fw type="catchword" style="text-align: right;">contributed</fw><pb facs="co_305_27/co_305_27_00392r.jpg"/> contributed to drive the Province into rebellion.</seg>
