Mr Elliot Direct the Crown Agents to execute this requisition, though I do not know how they will get repaid for I observe from the Crown Agents statement of advances, d. 3 May, that the V.C.I. GovtGovernment has overdrawn £434. ABd 15 May
I would be obliged if some one in the division would get up the history of this Lighthouse, and see when it was established and on what terms, and whether the Board of Trade contribute, so that the Colonial GovtGovernment is thereby bound to perform it's share. TFE 15 May

Mr Forster I think it right to draw attention to this, although I apprehend there can be no doubt as to the course which must be taken.

A Lighthouse was built at Vancouver—half the cost was paid by this Country and half by the two Colonies, with the proviso that the Colonies should afterwards defray the whole cost of maintenance.

The requisite supplies have accordingly been sent out from time to time, as matter of courseat at Colonial charge. But Vancouver has at present overdrawn the Crown Agents by £400, and it's finances are not satisfactory. You might therefore have demurred to sending out any ordinary supply. But in the interest of humanity and for the credit of our Country, we cannot run any risk of extinguishing an established Light at a large Port in the Pacific. I think therefore that this letter to the Board of Trade should go. Should we tell the Treasury?

Mr Elliot In 1859, it was determined after corresce between the Admty Bd of Tde, Treasury, GovrGovernor Douglas, and this office, that two lighthouses should be erected in the straits of Fucas at a cost of £7000. Half of this sum to be paid from Imperial Funds, the other half to be borne jointly by Vancouver Island and British Columbia. Those colonies were to bear the expense of maintaining the Lighthouses when once established.

The usual course has been to request the Agents to pay to the Board of Trade such expenses as may have been incurred by their Lps in procuring stores for these Lighthouses. See Bd of Tde 6296/65 herewith. But the Agents tell me that not only has the V.I. GovtGovernment overdrawn their account some £400, but they have as yet made no provision for the Interest and Sinking Fund Account whwhich will become due on its Loan in July next. Still the Bd of Tde will (I am told privately) [one word off microfilm] no question of immediate payment, as they will in the first place, pay the cost of these stores out of the Vote for Lighthouses abroad.

Perhaps you wdwould like to add something to the proposed draft.
