I think it right to draw attention to this, although I apprehend
there can be no doubt as to the course which must be taken.

<p>
A Lighthouse was built at <placeName ref="plc:vancouver_island">Vancouver</placeName>—half the cost was paid by this
Country and half by the two Colonies, with the proviso that the
Colonies should afterwards defray the whole cost of maintenance.
</p>
<p>
The requisite supplies have accordingly been sent out from time to
time, as matter of course<fw type="catchword" style="text-align: right;">at</fw><pb facs="co_305_28/co_305_28_00339v.jpg"/> at Colonial charge. But Vancouver has at
present overdrawn the <orgName ref="org:ocac">Crown Agents</orgName> by £400, and it's finances are not
satisfactory. You might therefore have demurred to sending out any
ordinary supply. But in the interest of humanity and for the credit
of our Country, we cannot run any risk of extinguishing an
established Light at a large Port in the Pacific. I think therefore
that this letter to the <orgName ref="org:board_trade">Board of Trade</orgName> should go. Should we tell the
Treasury?

In <date when="1859">1859</date>, it was determined after corres<hi style="vertical-align: super; font-size: 80%;">ce</hi> between the Adm<hi style="vertical-align: super; font-size: 80%;">ty</hi>
B<hi style="vertical-align: super; font-size: 80%;">d</hi> of
T<hi style="vertical-align: super; font-size: 80%;">de</hi>, Treasury, <persName ref="prs:douglas_j"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Douglas</persName>, and this office, that two lighthouses
should be erected in the <placeName ref="plc:juan_de_fuca_strait">straits of Fucas</placeName> at a cost of £7000. Half
of this sum to be paid from Imperial Funds, the other half to be
borne jointly<pb facs="co_305_28/co_305_28_00340v.jpg"/> by <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and <placeName ref="plc:british_columbia">British Columbia</placeName>. Those
colonies were to bear the expense of maintaining the Lighthouses when
once established.
</ab>
<p>
The usual course has been to request the Agents to pay to the Board of
Trade such expenses as may have been incurred by their L<hi style="vertical-align: super; font-size: 80%;">ps</hi> in
procuring stores for these Lighthouses. See B<hi style="vertical-align: super; font-size: 80%;">d</hi> of T<hi style="vertical-align: super; font-size: 80%;">de</hi> 6296/<date when="1865">65</date>
 herewith. But the Agents tell me that not only has the <placeName ref="plc:vancouver_island">V.I.</placeName> <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice>
overdrawn their account some £400, but they have as yet made no
provision for the Interest and Sinking Fund Account <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice> will become
due on its Loan in <date when="1866-07">July next</date>. Still the B<hi style="vertical-align: super; font-size: 80%;">d</hi> of T<hi style="vertical-align: super; font-size: 80%;">de</hi> will (I am told
privately) [one word off microfilm] no question of immediate payment,
as they will<pb facs="co_305_28/co_305_28_00341r.jpg"/> in the first place, pay the cost of these stores out of
the Vote for Lighthouses abroad.
</p>
