I am directed by <persName ref="prs:stanley">Lord Stanley</persName> to request that you will acquaint the
<persName ref="prs:carnarvon">Earl of Carnarvon</persName>, with reference to your letter of the <date when="1866-10-09">9<hi style="vertical-align: super; font-size: 80%;">th</hi> of
October</date>, that he has no objection to the despatch to the Governor
 of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> of which you inclose a Draft, respecting the
proceedings of the Consul of the United States in causing salutes
to be fired in honor of the anniversary of the declaration of
American<fw type="catchword" style="text-align: right;">Independence</fw><pb facs="co_305_30/co_305_30_00125v.jpg"/> Independence.
</p>
<p>
<persName ref="prs:stanley">Lord Stanley</persName> doubts indeed whether it is worth while to lay down
such precise and minute rules in a matter of so little moment; but
he entirely concurs in the concluding paragraph of the Draft.
</p>
<p>
 Upon the whole it seems to <persName ref="prs:stanley">Lord Stanley</persName> that it would be quite
sufficient to tell the Governor that there can be no objection to
the United States Consul celebrating the anniversary as he likes,
provided the public peace is not broken.
