I have the honor to acknowledge the receipt of your despatch No 15, of the 2nd September, 1 apprizing me of the appointment of Mr James Cooper, to the office of Harbour Master of Esquimalt, at a Salary of £400 per annum, to be defrayed out of the local revenues of British Columbia, and that for reasons stated you hadleftManuscript image left it to me to issue his Commission in such style as I should think proper. I have to assure you in reply that your instructions on that head will meet with every attention and be fully carried into effect.
