Sir,
I am directed by the Earl of Malmesbury to transmit to you, for the information of Secretary Sir Edward Bulwer Lytton, a copy of a Despatch from the acting British Consul at Panama, stating that he had received the bag of Despatches forwarded to him from the Colonial Office, for transmission to the Governor of British Columbia, and reporting the steps taken by him to ensure their reaching their destination.
