I am desired by the Lords Commissioners of Her Majesty's Treasury to transmit, for the consideration of Secretary Sir E.B. Lytton, the enclosed copy of a Report from the Commissioners of Customs, dated the 7th Septr/58 on the subject of the appointment of Officers of Customs in British Columbia.

I have no doubt that the experience of some of these Gentlemen would be very valuable in B. Columbia, & elsewhere, but I fear there is, at present, no oppy of employing them. There is already a Collector of Customs in V. Couver's Isd; & a corresponding office has been latelyManuscript image created in B. Columbia. I should almost think one Collector of Customs was abundant there for the present, & until we shall have heard further from the Governor.
