I enclose for your consideration a copy of a Memo drawn up by Capt. R.B. Sinclair containing suggestions on various subjects connected with the Colony of British Columbia. 1

The suggestion which appears to me to possess the principal value is that which related to a brief code of Mining rights on which I have addressed you in another Despatch.
