The Earl of Malmesbury having communicated to me certain Despatches from Her Majesty's Minister at Washington on the subject of British Columbia it has afforded me much satisfaction to observe through highly favorable terms in which Lord Napier mentions Mr Nugent—the Special Agent of the United States on the Pacific Coast—and I feel sure that the friendly disposition towards this Country which his Lordship represents this Gentleman to entertain, will be duly appreciated and met by you in a similar spirit. 1
