Romaine to Merivale (Permanent Under-Secretary)

Sir,
I am commanded by my Lords Commissioners of the Admiralty to acquaint you, for the information of Secretary Sir E. Bulwer Lytton, that Rear Admiral Baynes in a letter dated 29th Oct. last, reports that the party of Royal Engineers vizt one Officer and twenty Men, who were ordered to be conveyed from Panama to Vancouver's Island in one of HM Ships, had arrived at Esquimalt on that day in the United States Mail Steamer.
