I am commanded by My Lords Commissioners of the Admiralty to transmit to you herewith for the information of Secretary Sir E. Bulwer Lytton an Extract from a letter from Rear Admiral Baynes, dated 15th Decr No. 177, relative to the state of affairs in British Columbia.
