No. 56
Downing Street,
28 April 1859
Sir,
I have to acquaint you that Her Majesty's Government have had under their consideration the necessity of endeavouring to procure a regular Postal Service between San Francisco and British Columbia, and that in connection with this subject they have had before themManuscript image the tender made by Mr Edward Stamp to enter into a contract for this service. The Lords Commissioners of the Treasury, however, are of opinion that there are no sufficient reasons in the present instance for departing from the principal of competition and they are therefore about to issue advertisement for tenders for this service to be performed fortnightly between San Francisco, Victoria and Fort Langley.
I have the honor to be
Sir,
Your most obedient
humble servant
Carnarvon

Sir E.B. Lytton
