Carnarvon writes to Douglas forward a copy of “a further despatch from Her Majesty's Minister at Washington with its enclosures on the subject” of “the sums advanced” to Douglas by the “authorities of Washington Territory.”
The first of the three documents included in the file is a draft reply, from Lyons to Malmesbury, which notes attached copies of a letter and enclosure from the “U. States Secretary
of State” on the subject of Douglas’s “advances made to the Federal Authorities of Washington Territory;” second is a copy of a letter, from Cass to Lyons, which confirms the US War Department’s intention to repay Douglas; third is a copy of a letter, from Floyd to Cass, which transmits an extract of “the Army Appropriation Act” that approves the repayment
of Douglas’s loan, of $7000, to “Governor Stevens of Washington Territory.”
