Mr Elliot
It may be assumed that this passage was afforded to the Bishop to enable him to visit portions of his Diocese, and if so we may properly ask the Treasury to pay the cost thereof as an advance to be repaid from Colonial Funds?
VJ 19 Novr
In the case of the West Indies, Bishop's passages are paid from Civil Contingencies, but it is very irregular. Therefore pay by an advance on account of Colonial funds, as proposed by Mr Jadis?
